Driving systems change to improve childcare and advance women’s workforce participation.

Lorinet Foundation is proud to announce an official partnership with the Ministry of Labour and Social Protection of Mongolia (MLSP). This collaboration aims to support the government’s efforts to revise Childcare Service Law, ensuring early childhood development, improving young families’ livelihoods, and increasing women’s labour force participation.

The MLSP’s recent implementation assessment of the Childcare Service Law shows its progress in expanding early childhood services, easing mother’s care burden, and boosting their employability. However, it also highlights the need for improved equitable access and enhanced quality of service provision.

With a technical assistance grant from Lorinet Foundation, the MLSP will revise the Childcare Service Law and its associated regulations and standards to:

  • Ensure more equitable and inclusive access to childcare services
  • Create new and flexible service modalities
  • Enhance quality assurance frameworks
  • Strengthen the curriculum and workforce capacity

This partnership with the government aligns with Lorinet Foundation’s strategic priority of creating systems change through strengthened policy regulations and supportive ecosystems, leading to lasting positive impacts for young children and their families. Investing in high-quality childcare also drives our foundation’s programmatic priority of addressing the interdependence of childcare and economic opportunities for families, especially for mothers.
